Why illusion of movement is hard

I am questing for an image of my pug running at warp speed. One that is recognizable as a pug, or a dog, or more than a swinging camera. But I am alone, my target likes to be with me always, and it requires low shutter speeds in a crappy lit room with not much room to manuever. This means I have to outrun her (not so bad), and then drop to the floor, camera in both hands and steady, and aim and time it so that I focus on her clearly, and...
I know why photographers are always gushy about these shots. What a damn production. And I WILL get it right.
